A. Citizens
- Make up the core of Singapore’s population.
- Growth is slow (+0.7% from 2023), reflecting low birth rates and ageing trends.
- Citizenship is typically granted to:
- Individuals with family ties to Singaporeans.
- Long-term residents who have studied, worked, or lived in Singapore.
- Minors (children of citizens or PRs) in special cases.
B. Permanent Residents (PRs)
- Represent a transitional group between non-residents and citizens.
- PRs are usually:
- Working professionals, investors, or family members of citizens/PRs.
- Mostly aged 25 to 59, contributing to the economically active population.
- PRs are a prerequisite for citizenship: all adult applicants for citizenship must be PRs first.
- The PR population is carefully controlled and kept stable at around half a million.
C. Non-Residents
- Includes Work Permit Holders, Employment Pass holders, students, and dependants.
- Make up nearly one-third of the total population.
- Their numbers are more flexible and economy-dependent.
- Significant contributor to population growth in 2024 (+5.0% from 2023).
