A. Citizens

  • Make up the core of Singapore’s population.
  • Growth is slow (+0.7% from 2023), reflecting low birth rates and ageing trends.
  • Citizenship is typically granted to:
    • Individuals with family ties to Singaporeans.
    • Long-term residents who have studied, worked, or lived in Singapore.
    • Minors (children of citizens or PRs) in special cases.

B. Permanent Residents (PRs)

  • Represent a transitional group between non-residents and citizens.
  • PRs are usually:
    • Working professionals, investors, or family members of citizens/PRs.
    • Mostly aged 25 to 59, contributing to the economically active population.
  • PRs are a prerequisite for citizenship: all adult applicants for citizenship must be PRs first.
  • The PR population is carefully controlled and kept stable at around half a million.

C. Non-Residents

  • Includes Work Permit Holders, Employment Pass holders, students, and dependants.
  • Make up nearly one-third of the total population.
  • Their numbers are more flexible and economy-dependent.
